HMC vrs OS CPU utilization

  1. HMC presents CPU allocation
  2. OS agent present real CPU utilization, it might not use all allocated time on CPUs, use idle cycles instead
Both views are correct, both are from different level.
From server fw level CPU was might be fully allocated although on the OS level it is not fully consumed.
